Prime Minister of Papua New Guinea
Elected by the National Parliament in August 2011 and re-elected by popular vote in the 2012 general election, Peter O'Neill served as Prime Minister for nearly eight years — one of the longest tenures in PNG's post-independence history. He led a government focused on economic growth, infrastructure investment, and social reform, overseeing a period of significant national transformation.
Minister for Finance & Treasury
Prior to becoming Prime Minister, O'Neill served as Minister for Finance and Treasury, where he developed a reputation for fiscal discipline and economic pragmatism. He oversaw budget consolidation, revenue management, and the early stages of PNG's resource-driven economic expansion.
Member of Parliament — Ialibu-Pangia
First elected to the National Parliament in 2002, Peter O'Neill has continuously represented the Ialibu-Pangia Open Electorate in Southern Highlands Province. His constituency work has focused on roads, schools, health facilities, and economic opportunity for the people of the highlands.
Leader of the Opposition
Before assuming the Prime Ministership, O'Neill served as Leader of the Opposition, providing parliamentary scrutiny and building the cross-party alliances that would underpin his subsequent government.
Policy Achievements
Landmark Policies & Programmes
Tuition Fee Free Policy
1 million+ additional students enrolled
The Tuition Fee Free (TFF) policy abolished school fees for all students from elementary through secondary level, removing the single greatest barrier to education access in Papua New Guinea. The policy resulted in over one million additional children entering the school system — a generational shift in the nation's human capital.
Connect PNG Road Network
Thousands of km of roads planned and funded
The Connect PNG programme was a landmark national infrastructure initiative designed to physically link Papua New Guinea's dispersed communities through a comprehensive road network. The programme prioritised rural and highland provinces historically cut off from economic opportunity, with roads, bridges, and sealed highways funded across all regions.
APEC 2018 — Port Moresby
First Pacific Island nation to host APEC
Papua New Guinea hosted the 2018 APEC Economic Leaders' Meeting in Port Moresby — the first time the forum convened in a Pacific Island nation. The summit brought together 21 world leaders including the Presidents of the United States, China, and Russia, and marked a defining moment in PNG's emergence as a respected voice in international affairs.
National Health Infrastructure Programme
Hospitals and health centres built nationwide
The O'Neill government invested significantly in health infrastructure across all provinces, funding the construction and refurbishment of hospitals, health centres, and aid posts. Particular attention was given to rural and remote communities in the highlands and island regions, where access to basic healthcare had historically been limited.
PNG LNG Project — Economic Framework
Billions in national revenue secured
The O'Neill government oversaw the commencement of production at the PNG LNG project — one of the largest resource developments in the Asia-Pacific region. The government negotiated the fiscal and regulatory framework governing the project's revenues, seeking to ensure that resource wealth flowed into national development priorities.
Public Financial Management Reforms
Strengthened budget transparency and accountability
Drawing on his background as Finance Minister, O'Neill introduced a series of public financial management reforms aimed at improving budget transparency, reducing leakage, and strengthening accountability in government expenditure. The reforms included enhanced reporting requirements and the establishment of independent oversight mechanisms.
"Over one million children gained access to education through the Tuition Fee Free policy."
